LOS ANGELES (AP) ? Los Angeles County prosecutors have charged a San Fernando Valley man with stealing more than 3,000 movie posters worth more than $450,000, including posters for "The Hunger Games."
The Los Angeles Times says Christian Eric Stevens snagged the posters from bus shelters to sell them online. He pleaded not guilty Thursday to one count each of grand theft and receiving stolen property.
Los Angeles police say they purchased a poster online from the 36-year-old Stevens before discovering a trove of posters stamped "not for resale" at his home. The thefts allegedly occurred in the San Fernando Valley from June 2011 until this week.
Stevens is due to appear in court on April 9. He faces a maximum of five years in prison if convicted.

The Global Climate and Energy Project (GCEP) at Stanford University has awarded $8.4 million to seven Stanford research teams to develop new technologies that could significantly lower greenhouse gas emissions.
"These awards support fundamental research on a broad range of potentially game-changing energy technologies from an all-carbon solar cell to a soot-free diesel combustion process," said GCEP Director Sally Benson, a research professor of energy resources engineering at Stanford.
The awards bring the total number of GCEP-supported research programs to 93, with total funding of approximately $113 million for research since the project's launch in 2002.
The following seven research programs will be led by 11 investigators from the Stanford School of Engineering and the SLAC National Accelerator Laboratory:
Improved solar energy conversion: To make photovoltaic cells more efficient, the researchers propose creating a new kind of electrode that converts photons from low-energy to high-energy states. Investigators: Jennifer Dionne and Alberto Salleo, Materials Science and Engineering (MSE).
Sootless diesel: Researchers are developing a novel technology that transforms diesel combustion into a clean, highly efficient process that emits no soot. Investigator: Chris Edwards, Mechanical Engineering.
Hydrogen production from glucose: The goal is to develop a new chemical process to convert sugars derived from plants into hydrogen, which can then be used as a clean-burning substitute for natural gas. Investigator: James Swartz, Chemical Engineering and Bioengineering.
High-power batteries for the electric grid: Researchers propose a new family of inexpensive, long-life, high-power batteries to address the challenge of intermittent renewable energy on the electric grid. Investigators: Robert Huggins, MSE; and Yi Cui, MSE and Photon Science/SLAC.

GCEP is an industry partnership that supports innovative research on energy technologies that address the challenge of global climate change. Based at Stanford, the project includes five corporate sponsors ExxonMobil, GE, Schlumberger, Toyota and DuPont.

Miguel Morin was 8 months old when he was kidnapped in 2004.

HOUSTON ? A court ruled Wednesday that a boy who was kidnapped eight years ago shouldn't be reunited with his natural mother and father.
Miguel Morin, 8, was kidnapped in November 2004. He was 8 months old when he disappeared.
Miguel was found earlier this month after a woman turned in her sister, Krystle Rochelle Tanner. Tanner has been charged with felony kidnapping.

Fernando Morin and Auboni Champion-Morin have been proven to be Miguel's parents, but a judge said Wednesday that they should not see or be granted visitation with their son until a plan to limit trauma is made.
Attorneys said the parents and Miguel need to undergo therapy before they can be reunited.
"The child does not know reality as we know it," child psychologist Charles Cleveland said. "That information needs to be reintegrated to him in a gentle, thoughtful way."
Champion-Morin said she left her son with Tanner, a friend whom she considered the child's godmother. When she went to pick up Miguel the next day, both Tanner and the child were gone.
According to Children's Protective Services workers, Miguel was given a new name and a new birth date, and when shown a picture of Tanner, he identified her as his mother. Officials said he thinks he is 6 years old.
The next court hearing will be held in mid-May.
Miguel is staying with a foster family. His birth parents asked that he be placed in the care of a relative, but a judge denied that request.

Responding to the administration?s intention to establish a new national policy to manage the nation?s ocean territory and the Great Lakes, today the House Natural Resources Subcommittee on Fisheries, Wildlife, Oceans, and Insular Affairs held a hearing titled ?Empty Hooks: The National Ocean Policy is the Latest Threat to Access for Recreational and Commercial Fishermen? to address how this new policy will impact recreational fishing?s access to our public waters.
Gary Zurn, senior vice-president of Big Rock Sports, LLC, headquartered in North Carolina, testified about the growing concern within the recreational fishing community about how increased fishing restrictions, regulations and closures, and the further uncertainty about the National Ocean Policy will impact the industry and the nation?s 13 million saltwater anglers. Zurn serves on the American Sportfishing Association?s (ASA) Board of Directors and is the Chairman of its Government Affairs Saltwater Committee.
?I?m here today to not only represent my company and our fifteen thousand outdoor sporting goods retailers, but also the millions of recreational anglers across the nation who are facing increasingly complex and restrictive fishing regulations, rising gas prices and unprecedented new threats to fishing access, particularly in our marine waters,? said Zurn in his testimony before Congress. ?Fisheries and public waters are being closed at an alarming rate, and this has made the recreational fishing community increasingly sensitive to efforts to restrict our access to public lands and waters. On July 19, 2010, President Obama issued an Executive Order to establish a new national ocean policy for conserving and managing the United States ocean territory and the Great Lakes. Of particular interest to the recreational fishing community is a call within the National Ocean Policy for Coastal and Marine Spatial Planning, a process of planning where and how uses can take place in the ocean and Great Lakes. Since the release of this policy, ASA and others in the recreational fishing and boating community have continuously expressed concerns about how recreational access will be treated in the planning process.? Despite continued comments by ASA and the recreational fishing community, the policy does not adequately acknowledge the important economic, social and conservation values of recreational fishing.
?Over the past two years, the recreational fishing and boating community has provided substantial input to the administration advocating that the social, economic, public health and conservation benefits of sustainable recreational use of our nation?s public resources receive priority consideration in the new coastal and ocean management policy,? said ASA Vice President Gordon Robertson. ?Closing our public resources to recreational activities can have a devastating impact on businesses and livelihoods that are dependent on those activities. We need to ensure that our public resources remain open for American families to experience these recreational pursuits consistent with conservation goals and with the administration?s America?s Great Outdoors initiative.?
Zurn cited areas such as California?s Marine Life Protection Act (MLPA) and Biscayne National Park, the nation?s largest urban recreation area located in Miami, Fla., where unwarranted no-fishing zones have been proposed despite strong opposition from the recreational fishing community. Through the MLPA process, California has placed hundreds of square miles of the state?s most productive coastal waters off limits to recreational fishing through a spatial planning process. Zurn urged the administration to avoid this when contemplating coastal and marine spatial planning on a national level.
?It is our hope that the administration will assure that ocean planning will not result in more fishing closures, but rather follow the lead of Massachusetts, Rhode Island and Washington state which elevated the status of recreational fishing in their planning processes. We do not want to see the administration follow the contentious and unproductive path that California has taken,? concluded Zurn.

Playtime = Fitness Time
Children are naturally playful. Engaging in free play is one of the best ways to encourage them to get in shape and develop healthy habits. Toddlers like to dance and be active at all kinds of play, as do preschoolers. Older kids may enjoy playing sports or just running races with their friends.
If it?s snowing, get the kids to go outside and play in it; in the fall, rake leaves into piles and jump in. Spring and summer provide all kinds of outdoor possibilities. The point is to deliberately integrate active play time into your child?s day.
Make the Time
Because we tend to expect fitness to come naturally to kids, many families neglect to schedule it in. But these days, that?s an important step. Make sure your kids have the time to be active and move around. Sometimes, we spend a lot of our day telling our children to be still, be quiet, pay attention, and so forth. Try to schedule in some time when your child can be physically active.
Playgrounds
Playgrounds exist for a reason ? play! Make it a point to take your child to a playground several times a week. Make playdates with other moms and kids if you like, and make it a regular thing. When the weather gets bad, see if you can continue your habit in an indoor play area, community center gym, or church fellowship hall.
Family Sports
Signing your kids up for sports is a great idea, but if your child is the shy type, he or she may benefit more from family sports. Also, if the family participates, it encourages Mom and Dad to exercise, too.

Global Apptitude is the Maryland-based software company behind the Baltimore Raven?s switch to playbooks on iPads. Its Digital Playbook Technology enabled the team to ditch the classic three ring binders for a lightweight tablet that had access to all the information a player could ever need.
Apparently the Ravens were on to something because the Dallas Cowboys, St. Louis Rams, Seattle Seahawks, Indianapolis Colts, and Detroit Lions have all opted to start using Playbook for iPad and other related player development tools. Randy Fusee, a Global Apptitude partner, predicts that it won?t stop there. When speaking about the adaptation of this technology, he said, ?We?ve had a lot of momentum and excitement around our solution and fully expect that 16-20 NFL franchises will be using our suite of player preparation tools by the start of training camp this summer.?

25 cases of swine flu in Andhra Pradesh, Health Officers put on alert, India
Hyderabad: 25 cases of swine flu were reported in various corporate hospitals in Andhra Pradesh, after which the state government has put the health authorities on alert.
"Some of the cases tested positive for swine flu," health authorities told Chief Minister N Kiran Kumar Reddy at a review meeting.
The Chief Minister's Office said in a release that the health authorities were directed to be on a high alert to prevent spurt in swine flu cases by initiating precautionary measures.
The Chief Minister directed the Principal Secretary (Health) to constantly monitor the situation and keep required testing equipment and medicines ready, the release added. Source
Warren Sapp?s on-air claim that Jeremy Shockey was the ?snitch? who informed the league office about the Saints bounty program has earned him a talking-to from his NFL Network bosses.
In a statement to PFT, NFL Network Senior Vice President of Programming and Production Mark Quenzel said the matter has been addressed with Sapp.
?We have discussed it with Warren and stressed that he is an analyst and not a reporter for NFL Network,? Quenzel said. ?In the future, if he comes across something he thinks is news he will let his producers know and before it is reported or Tweeted, that content will be subject to the same verification procedure that our reporters follow.?
Sapp did not name his source for the information about Shockey, which he first posted on Twitter and then reiterated on NFL Network. He said on the air that he had not asked the league office if his source was correct. Shockey has denied that he informed the league office and posted on Twitter what appeared to be a text message from Saints coach Sean Payton absolving Shockey of having anything to do with getting Payton in trouble. Shockey also said he wants the NFL to come down hard on Sapp, saying Sapp should lose his job or at least be suspended or fined.

MOSCOW (Reuters) - Vladimir Putin on Thursday made his first energy appointment since his re-election as Russian president, naming Rosneft first vice president Pavel Fedorov a deputy energy minister.
Fedorov, a former Morgan Stanley banker who helped negotiate a landmark Arctic drilling deal with U.S. ExxonMobil during his tenure at the state oil firm, is expected to oversee efforts to pull foreign investment into the energy sector.
Putin, who won the March 4 election and will serve as premier until his May inauguration, this month issued an order increasing the number of deputy energy ministers from six to seven to make way for Fedorov, two government sources said.
A Reuters report on Thursday that Fedorov would move to the energy ministry, citing a government source, was later confirmed by the government and by Rosneft, which said his duties would be reassigned to other senior managers.
Two weeks into the transition, there is little clarity about the shape of the new government, expected to be led by outgoing President Dmitry Medvedev, who announced last September that he and Putin had agreed to swap jobs.
Oil industry watchers expect Putin's energy tsar, Deputy Prime Minister Igor Sechin, to remain the ultimate authority on Russia's natural resources industries, though it is uncertain he will retain his formal post in a new government.
Longtime Putin ally Sechin, who hand-picked Fedorov for a top management job at Rosneft when he was serving as chairman, already had substantial influence over the oil industry as a top Kremlin lieutenant during Putin's first two terms as president.
"Sechin will still be around long after I'm dead and buried," another government official said.
EXXON DEAL ALMOST DONE
Russia's oil industry made a spectacular recovery from its post-Soviet malaise by modernizing production at giant Soviet-era fields in Western Siberia.
But Russia, which depends on the energy industry for more than half its state revenue, now has little to no spare capacity, unlike Saudi Arabia, its rival for the title of top producer, and is struggling to coax new oil out of the ground.
While Rosneft boasts 25 years of oil and gas reserves at current rates of production - the most of any listed oil company in the world - much of that is located in remote, inhospitable territory.
Technology, expertise and capital are needed to develop them efficiently, with Arctic offshore zones presenting the greatest challenge. State companies enjoy a monopoly on offshore oil exploration in Russia, although its competitors are lobbying for access.
Initial outlays on Exxon's Arctic deal with Rosneft, due to be finalized next month pending tax changes to ease the huge cost of development, are estimated at $3.2 billion.
The eventual cost of developing the project could run into the tens or even hundreds of billions of dollars.
Fedorov is expected to retain a hand in execution of the deal in his new post. A spokeswoman for ExxonMobil's Moscow office declined to comment.
Their joint venture is starting seismic studies of the three tracts, in the Kara Sea, near the Arctic island of Novaya Zemlya, this year.

We've known Windows 8 is coming later this year, but now a report suggests that October will be when Microsoft's new operating system makes its debut. Good timing for those looking to buy new PCs -- and perhaps Windows tablets? -- for the holidays.
A consumer preview version of Windows 8, designed to run on both tablets and computer, was released a few weeks ago, and saw more than 1 million downloads in its first day.
Bloomberg is reporting that Microsoft will finish work on Windows 8 this summer, "setting the stage for personal computers and tablets with the operating system to go on sale around October, according to people with knowledge of the schedule."
(Msnbc.com is a joint venture of Microsoft and NBC Universal, but, as we've noted, that doesn't grant us privileged access to Microsoft products.) We asked Microsoft about the timing, and the company declined to comment.
Gartner analyst Michael Gartenberg told Bloomberg that if Microsoft misses the "September-October time frame, they?re going to be stuck without being able to ship anything in 2012 ... The last thing Microsoft wants to have is a situation where there are no compelling Windows tablets at a time when the new iPad looks like it?s going to be a good seller for the holidays."
PC makers, too, are counting on Windows 8 to help spur what have been lackluster sales in recent years. At January's Consumer Electronics Show, "ultrabooks," essentially lightweight laptops that are MacBook Air knockoffs, were on the push list by manufacturers for this year. While many ultrabooks can and will run Windows 7, once twinned with Windows 8, they may prove to be more appealing to buyers.

SEATTLE (AP) ? A day before the public learned the name of the soldier accused of methodically slaughtering 16 civilians in Afghanistan, his lawyer called a news conference and sketched a different portrait of Robert Bales: that of a loving father and devoted husband who had been traumatized by a comrade's injury and sent into combat one too many times.
The move was classic John Henry Browne. The charming, sometimes brash, media-savvy defense attorney had yet to even meet his client and was already attempting to shape public perceptions.
"His best work is not in a court of law, but really in a court of public opinion. He's a master at humanizing his client, and that's an important role," said Dan Satterberg, chief prosecutor in Seattle's King County, where Browne is based. "He is accessible and quotable. And he loves to talk to the media. He doesn't waste any time getting a positive portrayal of his client."
Six-foot-6 and seven times married, with a penchant for long, white scarves, Browne cuts a flamboyant figure in Seattle legal circles and has represented some notorious criminals, including serial killer Ted Bundy and the teenage thief known as the Barefoot Bandit.
Browne, 65, has obtained remarkable results for some of his clients, but his aggressive courtroom style can also rub prosecutors and judges the wrong way. In a drug case last summer, a mistrial was declared after he questioned the judge's competence in open court and a juror was overheard saying he wanted to punch the lawyer in the nose.
His new client, Staff Sgt. Robert Bales, a 38-year-old Army sniper from Washington state, could be charged as early as this week in the March 11 shooting rampage, a crime that has strained relations between the U.S. and Afghanistan and threatened to alter the course of the war.
Browne met with Bales for the first time Monday, conferring with him behind bars at Fort Leavenworth, Kan. While any trial is months away, some wonder whether the lawyer's sometimes abrasive behavior will sit well with the more formal culture of a military court, in which the jury consists entirely of soldiers.
By his own count, Browne has appeared in military court only three times in a career of more than four decades.
"He pushes prosecutors and judges, and his success is partially due to that," said John Wolfe, who worked for Browne in the 1970s. "His zealousness can cause people to make mistakes." But he added: "I fully expect he's going to adapt his style to the decorum required in a military trial."
Allen Ressler, a Seattle attorney who went to American University Law School with Browne and was his law partner years ago, put it this way: "He's not always the most pleasant human being in the world, but he knows what he needs to do to get results."
Browne has been known to turn around in court and roll his eyes if he dislikes what he is hearing from the judge. In the drug case that ended in a mistrial, he simply refused to continue participating because he disagreed with several rulings. He sat down and did the same thing in a 1979 murder case.
"He makes harsh statements sometimes, statements some people feel might be disrespectful," Wolfe said. "If he thinks a judge is out of line, he'll say, 'You're out of line.' He is passionate about his defense work, and when he thinks it's appropriate, he'll call a spade a spade."
Though friendly with reporters, Browne can at times be prickly with them, and isn't above calling one a "pest" for telephoning too often.
Several colleagues say that he clearly enjoys the publicity from big cases but that his real motivation lies deeper, in a belief in his clients and their right to a fair trial.
"John has always had high-profile cases because he's really good," said Anne Bremner, a Seattle lawyer who was Browne's fifth wife. "But often in high-profile cases, they can be a platform for important discussions on broad issues. Being part of that public discussion and potential institutional changes is important to him."
Most recently, Browne represented Colton Harris-Moore, the Barefoot Bandit who stole airplanes, boats and cars during a two-year run from the law. By painting a picture of the thief as someone who had been neglected as a boy, Browne and his co-counsel persuaded a judge to give Harris-Moore a prison term at the low end of the sentencing range ? seven years.
Browne was so persuasive the judge called the defendant "a triumph of the human spirit" simply because Harris-Moore grew up to be a thief rather than, say, a serial killer.
One of Browne's biggest cases involved Washington state's worst mass murder, the slaying of 13 people at a Seattle gambling club in 1983. At the end of the trial, Browne had the mother of his client, Benjamin Ng, bow to the jurors and ask them to spare his son from execution, recalled Bremner. Ng was sentenced to life in prison.
In the 1970s, Browne came to represent Bundy when he was under investigation for killings in Washington state. Bundy ultimately confessed to dozens of murders around the country and was executed in Florida's electric chair in 1989.
A Tennessee native, Browne graduated from the University of Denver, then got his law degree in 1971. He worked as an assistant attorney general in Olympia, Wash., and then as chief trial attorney in the public defender's office in Seattle before entering private practice.
He has benefited from the assistance of a series of sharp associate lawyers, most recently Emma Scanlan, who has handled many of the nuts and bolts of their cases while leaving the public pronouncements to him.
So far, Browne is doing a good job countering the portrait of Bales that has emerged in leaks from anonymous U.S. officials, said Dan Conway, a former Marine and a military lawyer. But talking so much about his client ? for example, saying that Bales remembers little about the attack ? is risky, Conway said.
Military investigators have sole access to witnesses in Afghanistan and can start collecting evidence to contradict Browne's suggestion that the shootings may have been what psychiatrists call a dissociative event.
"You want to humanize your client, but you don't want to give away the whole playbook," Conway said.

CLEVELAND, Ohio ? Five young children are in protective custody after their mother allegedly left them home alone.
Cleveland police say the children, ages 14 months to 6 years, were found inside a residence in the 3500 block of East 46th Street Friday afternoon.
According to Mary Louise Madigan with the Department of Children and Family Services, several social workers responded to the home and took the kids to Rainbow Babies and Children?s Hospital to be checked out. The children were released a short time later.
Madigan said the department was working to obtain a temporary removal order from the court. Additionally, CFS would like to place the children ? one girl and four boys ? with their relatives, but so far, no one has come forward. They will likely be placed in foster homes if family members do not claim them soon.
Cleveland police said the mother has not yet been located.
