Slain hero teacher's family: 'She loved those students more than anything'

Teacher Vicki Soto, 27, died a hero on Friday when she was killed protecting her class of first-graders from alleged school shooter Adam Lanza, 20.?

Her family spoke out on Sunday, telling TODAY's Erica Hill about Soto's dedication to the children at Sandy Hook Elementary in Newtown, Conn.

?She didn?t call them her students," sister Carlee Soto, 20, told TODAY. "She called them her kids."

James Wiltsie, Soto's cousin and a Fairfield County police officer, said the family was told that Soto died trying to save the lives of her students.??She was found protecting her kids," he said, "doing instinctively what she knew to do.?

While details are still emerging about exactly what happened, Wiltsie was told that Soto hid her first-graders in closets and cabinets once she heard there was a gunman in the school.

"[She was] huddling in the closet, trying to shield them from the spray of bullets,? ?he said.

Soto had been teaching at the school for five years. The oldest of four children, she?lived with her parents, sisters and a brother, along with her black Labrador, Roxy, in a modest, Cape Cod-style home in Stratford, Conn.

When asked what he would miss the most about Soto, her brother Carlos pointed to the mundane daily activities that would no longer happen.

"I would hear her running the coffee machine every morning, and then running down the stairs, slamming the door on her way out," he said. ?That?s the thing I?m going to miss.?

Soto was reportedly adored by her students. Her sister Carlee said the feeling was mutual, and that her first-graders, who Soto called her "angels," would always bring a smile to her face.

"She would come home with stories of what the kids did that day," Carlee said. "She loved those students more than anything."?

There?s been a huge outpouring of support for the Soto family. A candlelight vigil was held on Saturday night, which brought hundreds of people out in support of the family, paying tribute to the woman many knew just as ?Miss Soto.? And several colleagues got in touch with the family.?

?They said they were honored to know her,? her sister Jillian Soto, 24, said.

The Soto family paid homage to Vicki with her favorite color -- wearing ?green scarves and handing out green ribbons to the community.

?Vicki would?ve been very happy to see all those people there supporting her,? Jillian said.

Snow was falling while the family spoke with TODAY, and Jillian said it was Vicki?s way of being there, as she loved Christmas and the holidays.

?She wouldn?t have it any other way than having us speak right now and having it snow.??

People kill People and guns are an easily accessible and horrible method. Those who threaten and bully politicians into not effecting meaningful gun control have the blood of the 20 innocent children on their hands.

However, the bigger issue is the state of our National Mental Care. We as individuals, families, communities, states, and as nation must come together to prevent these terrible tragedies. People kill people because the most fundamental part of human anatomy is their brain. And there is no Second Amendment creating a roadblock to change.

People kill People because they have chemical imbalances in the brain. People kill People because they FEEL no one is listening. Feelings come from the brain. The processing of one?s feelings, intellectual capacity and coping strategies all lie within each individual?s unique brain. People kill people because they have endured horrible abuse affecting their ability to see themselves and others clearly. Finally, people kill people because their brain is missing the ability to feel empathy and pain.

If are brains are the epicenter of our thoughts and actions then why do we continue to IGNORE the need for better MENTAL Health Care. If our brain differentiates from all other species allowing us the power of choice and decision making then why is it not at the very top of our list of priority?s in our Health Care System, Federal, State, City and School budgets.

I live in the State of California and at one time was employed with our state Regional Center Program for the Developmentally Disabled. Every state has some form of a Regional Center program however, like the state of California they have cut all funding for those with Asperger?s that included mental health and behavioral health care. Asperger?s and Obsessive Compulsive Disorder are commonly diagnosed together these are two of the conditions that Adam Lanza, the killer of TWENTY is thought to have suffered from.

Asperger?s is a Pervasive Development Disorder attributed to brain function. The result is a life long need for behavioral training and assistance. Patients with Asperger?s often lack empathy for others and misread social cues. Communication and speech is taken literal. So what may seem humorous to the average person is not to the Asperger?s person. Clients with Asperger?s need ?wrap around? services a term referring the need for a variety of mental health and behavioral training in the home and/or school, cognitive behavioral therapy, speech therapy, a rule out for medication that assists with compulsive and repetitive behaviors, as well as for depression associated with an inability to connect with others thereby, remaining socially isolated.

Many companies and employers offer limited mental health benefits such as three EAP, Employment Assessment Program Sessions. This is not enough time to effectively diagnose the problem and create coping strategies. Three sessions in effect is just enough time to do a simple mental status exam and to learn the underlying issues regarding the problem the person came in for. The psychotherapist is left spending more time with the bearucracy of the Health Care Company then with the client. The client is then told by the insurance company they will have to put up the money to pay for their treatment with minimal reimbursement. In addition, the cost of psychotropic medications is staggering.

In almost all of the mass killing episodes, experts have come forward and said that if there was effective screening, most of these killers could have been identified and dealt with before the horrific crimes occurred.

It?s a dog chasing its tail. If people could afford to pay for their treatment up front they wouldn?t need to pay into their healthcare plans for mental health. People are barely able to feed their families and with the economic down turn already five years old, they have no where to turn. Many counseling centers offering sliding scale fees use inexperienced Interns with Supervision that has become less about each of their clients but more about managing their case load.

Qualified Mental Health Workers which include psychiatric nurses, psychiatrists, psychotherapists, psychologists, childcare workers, social workers, billers, human resource workers, crisis intervention teams also known as psychiatric evaluation teams who assist families in their homes, hospitals and state funded centers CANNOT afford to live doing the jobs they have spent their time, money, energy, education, student loans (debt) and passion to achieve. I KNOW first hand. I am still paying my student loan in which the interest is being charged interest with no end in sight.

Insurance companies and the state and federal government do not think Mental Health Care is important. Let?s say you make $70. per client. By the time you are done with medical billing, overhead?rent, parking (because you can?t stay at a meter all day), therapeutic supplies, insurance, continuing education, taxes and the like the psychotherapist is actually earning ten to fifteen dollars an hour. A psychotherapist could earn the same as a cashier at Rite-Aid without the emotional stress of caring for their clients.

Most Mental Health Care workers are working two to three jobs and this is long before the recession. They have a full-time day job because they need health insurance benefits for themselves and their families and a steady paycheck. They then go to a second job of seeing clients evenings and weekends so that they can afford to live. Many can no longer afford to see clients with Mental Health benefits because of the cost to them. Insurance clients are turned away at an astounding rate.

Mental Health facilities such as Board and Cares, Locked Hospitals, and Clinics are filthy. Staff is mistreated, not just by the mentally ill that they serve, which they can understand but, also by the administrations they serve. They are, as I once was, expected to stay ungodly hours to finish crushing amounts of paperwork, take on others job responsibilities that are not their own while also treating the client, assisting the clients family, running support groups, running groups to keep the clients engaged, setting up outside referrals, visiting those referrals to insure the client is okay and helping the referral handle the client so that the client stays properly placed. DOES THIS SOUND SANE TO YOU!

Families with those who have mental illness are beside themselves. Most people have a difficult enough time navigating themselves let alone someone else whose brain they are not equipped to manage. After years of exasperation in trying to cope with someone mentally ill, many families give up, leaving the mentally ill person on their own. Unfortunately, ours is a country that looks down upon conditions of the brain and as a result, more too often, conditions go undiagnosed and untreated

And this is just the tip of the current mental health system which alongside with the pervasive attitude that if you seek help you are mentally ill too, leaves us with a culture that will continue to see the type of horrific crime as happened on Friday, until we wake-up and understand that we may not be able to keep all the guns off the street, but we can keep the high risk mentally ill person off the street an away from guns.

I implore you to write your city council members, write legislators, lobbyists, mayors, governors, legislators, senators and the President. Remember Twenty Children are dead.

11-yr-Old Girl Gets Pregnant For Five Boys by Nigeriannews(m): 8:41am On Dec 15IT was a shocking story to the parents and neighbours of an 11 year old girl and pupil of Ikorenim Primary School in Calabar, Cross River State, Ekamen Asuquo, when a pregnancy test that was conducted on her at the General Hospital, Calabar revealed that she was carrying a four-month pregnancy.

The mother of the primary five pupil, who resides at 2, Pipeline Road, Ikorenim had suspected pregnancy, going by the symptoms exhibited by the teenage girl, who was sick for a while as she decided to take her to the hospital after she failed to get well, despite long period of self medication.

The mother was rattled when it was discovered that the girl was pregnant after some tests.

A neighbour, who spoke on condition of anonymity, said ?She has been at home for the past two months always complaining of one ailment or the other and the mother had to take her to the General Hospital after home medication could not heal her in the hope that she could be treated there.?

The neighbour, said when the teenage girl was confronted by her mother, who allegedly sells hot drinks and illicit drugs over who was responsible for the pregnancy, she mentioned one Tony, one of the boys that patronises her mother?s hot drinking joint.

However, the source hinted that when Tony was confronted, he said ?He was the one who dated the teenage girl first but another customer, Jones snatched her from him and when Jones was confronted, he said he had since stopped dating the girl and mentioned another person, who when also confronted, mentioned another boy and at the last count, the number was five.?

It was gathered that the mother was infuriated when her daughter confirmed that she slept with all the boys mentioned and could not actually tell who was responsible. It was also gathered that two of the boys mentioned were tenants living in the woman?s house.

Out of annoyance, ?She has since asked the two young men living in her house to quit but they are asking for time to secure another accommodation before they can vacate the house.?

When the distraught mother was asked what she was going to do with the daughter?s predicament, tears rolled down her cheek, as she said ?I leave everything to God.

Obama Visiting Newtown, Connecticut On Sunday

WASHINGTON ? President Barack Obama will attend an interfaith memorial service Sunday in Newtown, Conn., the site of Friday's deadly elementary school shooting.

Twenty-six people, including 20 children, were killed when a man opened fire inside the school.

Hours after the shooting, a tearful Obama said he grieved first as a father. In those remarks and later in his Saturday radio address, Obama called for "meaningful action" to prevent such shootings, but did not say what it should be.

The president had planned to travel to Maine Wednesday for an event promoting his positions in "fiscal cliff" negotiations, but the White House canceled that trip because of the shooting.

Post-financial crisis milestone: Banks beat market - The Term Sheet ...

banksFORTUNE -- The banks are back -- at least when it comes to the market. For the first time since the financial crisis, shares of the nation's largest banks look likely to handily outperform the rest of the market in 2012.

The S&P 500 Financials index, which tracks 81 companies and also includes insurers and such asset managers as Blackrock (BLK), is up 22% with a little over two weeks left in the year. That's nearly double the return of the full S&P 500, which is up nearly 13% in 2012.

Shares of Bank of America (BAC), for instance, are up 90% this year to a recent $10.50, making it the best performing of the bunch. But all of the big banks have seen their shares pop this year. The stock of Citigroup (C), which recently pushed out CEO Vikram Pandit, is up 43% this year.

Investors seem to be cheering bank stocks at a time when the firms are still struggling. Indeed, the market gains, perhaps not coincidentally, have come at a time when the banks have been sending more and more of their staffs to the curb. Recently, Citi's CEO Michael Corbat said his bank will cut 11,000 positions. Bank of America has cut about 16,000 workers this year.

What's more, the types of events that used to send bank stocks tumbling have barely dented their shares this year. Remember the London Whale. The market doesn't. Shares of JPMorgan Chase (JPM) are up 30% this year, despite the $6 billion trading loss. Bank of America, too, agreed to pay $2.4 billion to settle a suit that it mislead shareholders when it purchased Merrill Lynch at the height of the financial crisis.

Nonetheless, things do indeed appear to have improved for the banks in 2012. Lending increased, albeit slowly, for the first time since the financial crisis. The mortgage business was a bright spot for big bank profits this year. It had been the largest source of their pain during the financial crisis.

Capital ratios -- a measure of bank health that compares how much money banks have on hand to cushion them against bad loans and other assets -- for most banks have nearly doubled. In the run-up to the financial crisis, the average tangible capital ratio at the large banks was 4.5%, according to the International Monetary Fund. That means if just 4.5% of a bank's loans went bad, it would have to raise more money or it would be out of business. These days those ratios for most of the large banks are more like 9%. Goldman Sachs' (GS) ratio is now 13%.

The question is whether bank investors have gotten ahead of themselves. Some have wondered, for instance, in another change from the financial crisis, if Goldman has too much capital. New regulations have restricted what the banks and can do. Goldman and others may have run out of ideas of where to put their money to produce new revenue. In announcing Citi's job cuts, Corbat's first major move since taking over the bank in mid-October, he said very little about how he would boost business. For all banks, analysts expect revenue in the fourth quarter to be down from last year.

Bank analyst David Konrad recently wrote in a report to clients, "After a strong run, it might be time for a pause." He was writing about Bank of America, but he could have easily been writing about American banks in general.

(AP) ? Call the "12-12-12" benefit show "The Concert for New York City" 2.0. Eleven years after the benefit concert in response to the Sept. 11 terrorist attacks was held at Madison Square Garden, many of the same top musicians came together to raise money for those suffering from Superstorm Sandy, including Paul McCartney, The Rolling Stones, Billy Joel, The Who, Eric Clapton and Bon Jovi.

Those singers set a serious tone Wednesday night, wearing mostly black and gray onstage as they encouraged people to call and donate money to those affected by the devastating storm that took place in late October, killing about 140 people and damaging millions of homes and properties in New York, New Jersey, Connecticut and other areas.

Alicia Keys, who grew up in Manhattan's Hell's Kitchen, closed the night with her New York anthem "Empire State of Mind," as doctors, nurses, firefighters, police officers and others joined the piano-playing singer onstage. They ended the night chanting "U.S.A."

Keys was one of two women who performed at "The Concert for Sandy Relief." Diana Krall backed McCartney, who sang his solo songs, Beatles songs and played the role of Kurt Cobain with Nirvana members Dave Grohl, Krist Novoselic and Pat Smear during the nearly six-hour show.

Springsteen and the E Street Band kicked off the night, performing songs like "My City of Ruins," ''Born to Run" with Bon Jovi and some of Tom Waits' "Jersey Girl."

"I pray that that characteristic remains along the Jersey shore because that's what makes it special," the New Jersey-born rocker said.

E Street band guitarist Steven Van Zandt said backstage that musicians and entertainers always show up when tragedy hits.

"It's more personal because literally the Jersey Shore is where we grew up ... but we'd be here anyway," he said. "You don't see oil companies here, you don't see insurance companies here, the Wall Street guys, with all due respect, they're not waiting in line to help anybody, so we're here."

The sold-out show was televised live, streamed online, played on the radio and shown in theaters all over the world. Producers said up to 2 billion people were able to experience it live.

But the night wasn't all serious: Comedy helped break up the weightiness of Sandy's devastation, including jokes from Jon Stewart, Chris Rock, Stephen Colbert and Adam Sandler, who performed a hilarious parody of Leonard Cohen's "Hallelujah." Even Coldplay's Chris Martin brought on the jokes.

"I know you really wanted One Direction," Martin said of the popular British boy band. "But it's way past their bedtime."

Martin was joined onstage by Michael Stipe, as they sang R.E.M.'s "Losing My Religion." And there was another collaboration with Roger Waters and Eddie Vedder on "Comfortably Numb."

The participants, many natives of the area and others who know it well, struck a defiant tone in asking for help to rebuild sections of the New York metropolitan area devastated by the storm. About half of the performers were British.

"This has got to be the largest collection of old English musicians ever assembled in Madison Square Garden," said Mick Jagger of The Rolling Stones, who performed two songs. "If it rains in London, you've got to come and help us."

Waters, who has lived in New York for 11 years, said "there's a great feeling of camaraderie" backstage and that he's excited he could help those who are suffering.

Richie Sambora said he "had to hold back tears" when he visited New Jersey and saw the devastation. "My mom's house (in Point Pleasant, N.J.) got trashed. They had to evacuate her. She's living with me until we fix it up."

Most of the acts performed about four tunes. McCartney performed for 40 minutes and The Who were onstage for 30. They weaved Sandy into their set, showing pictures of storm devastation on video screens during "Pinball Wizard." Pete Townshend made a quick revision to the lyrics of "Baba O'Riley," changing "teenage wasteland" to "Sandy wasteland."

Joel performed one of the last century's favorites, "New York State of Mind." Joel's "Miami 2017 (Seen the Lights Go Out on Broadway)" sounded prescient, with new Sandy-fueled lyrics smoothly fitting in. He was also the only artist to mark the season, working in a little of "Have Yourself a Merry Little Christmas."

Kanye West's performance gave the crowd a different sound, as the music lineup was heavily weighted toward classic rock, which has the type of fans able to afford a show for which ticket prices ranged from $150 to $2,500. Even with those prices, people with tickets have been offering them for more on broker sites such as StubHub, an attempt at profiteering that producers fumed was "despicable."

Proceeds will go to the Robin Hood Foundation, which said it raised $30 million from ticket sales and sponsors ahead of the concert. The organization also stressed that the earnings will get to those who need assistance.

"We will make sure that that money goes out right away to the most affected (places) in New York City, New Jersey, Long Island, Connecticut," David Saltzman, the organization's executive director, said backstage. "The money that we raised from this concert will be distributed in the days, weeks and months, not years."

Robin Hood is working through existing organizations that "know what to do and know their communities," he said. Saltzman added that Fuse TV, which is owned by Madison Square Garden, was giving its YouTube revenues earned from airing the concert to the victims, and that StubHub has donated $860,000 from fees from those selling tickets.

The sold-out "12-12-12" concert was being shown on 37 television stations in the United States and more than 200 others worldwide. It was to be streamed on 30 websites, including YouTube and Yahoo. The theaters showing it included 27 in the New York region.

China revokes new Shanghai Catholic bishop's title

BEIJING (AP) ? In a fresh challenge to Vatican authority, China has revoked the title of a new Catholic bishop in Shanghai who outraged Chinese officials by immediately dropping out of the government agency that oversees the country's officially sanctioned church, religious officials said Wednesday.

Ma Daqin, who was jointly named for the post in a rare consensus between Beijing and the Vatican, has been confined to a seminary since he announced his intention to drop out of the Chinese Catholic Patriotic Association in front of a congregation during his July 7 ordination as auxiliary bishop.

The move by Ma, 44, was seen as challenging China's attempts to run the country's Catholic church independently of the Vatican.

A Shanghai church official, speaking on condition of anonymity because of the sensitivity of the matter, said the decision by Chinese officials to revoke Ma's title was announced at an internal meeting this week. He said no reason was given for the revocation.

The Rev. Jeroom Heyndrickx, of Belgium's Catholic University of Leuven, and the Rev. Bernardo Cervellera, editor-in-chief of AsiaNews, said Chinese colleagues had informed them of the development earlier this week.

The Chinese Catholic Patriotic Association and the Shanghai Diocese declined to comment.

Vatican spokesman the Rev. Federico Lombardi referred to recent comments by Cardinal Fernando Filoni, the head of the Vatican's missionary office, citing Ma's treatment in lamenting the worsening situation for Catholic prelates in China.

"Some bishops and priests are segregated or deprived of their freedom, as recently occurred in with the case of the Shanghai bishop Ma Daquin for having declared his desire to dedicate himself full-time to pastoral ministry, leaving jobs which, among other things, aren't even the competence of a pastor," Filoni told the Italian religious affairs magazine Tripod.

The Vatican does not formally recognize the association and says the Chinese church should take its orders directly from Rome. The selection of bishops has been one of the most contentious issues between the sides, with the Chinese association saying it has the right to make independent appointments in defiance of Rome's insistence that only it has that power.

Ma's announcement in July had been greeted with applause by hundreds of worshippers in Shanghai's Cathedral of St. Ignatius, the seat of one of China's largest, wealthiest and most independent dioceses. He was taken away by officials immediately after the service and has not been seen in public since, with the Shanghai diocese saying he is in retreat at the seminary at Sheshan, on the outskirts of Shanghai.

Days after Ma's announcement, the Patriotic Association issued a two-sentence statement saying it was investigating his ordination. Scores of priests and nuns were interviewed and seminary classes and other internal church activities either canceled or delayed.

Another Catholic website, ucanews, said Ma had been suspended from performing priestly duties for two years and would remain in the seminary indefinitely.

Ma's ordination, with the approval of both sides, had been seen as a hopeful sign that a China-Vatican dialogue that broke down in 2010 was back on track. The pope had issued the Vatican's approval of Beijing's selection of Ma to take over as auxiliary, giving him day-to-day control over the Shanghai diocese and placing him next in line after 97-year-old Shanghai Bishop Jin Luxian.

Cervellera said the Shanghai diocese had handed Ma's case to more hardline officials in Beijing, resulting in the harsh punishment. China's officially atheistic Communist Party wants not only the right to approve bishops, but also to fire those who get out of line, he said.

"The situation is very serious," Cervellera said.

Heyndrickx, who has traveled frequently to China over the past three decades, said that the action against Ma was "not conducive to dialogue," but that the situation would remain in flux until new Communist Party leader Xi Jinping consolidates his power. Concessions would likely be needed on both sides, such as China releasing detained underground priests, and the Vatican recognizing bishops appointed without its prior agreement, he said.

"Contact, communication and dialogue is the only way out of the current impasse," Heyndrickx said, adding that both sides would remain firm in their public statements, but that back-channel discussions would likely continue.

China has an estimated 8 million to 12 million Catholics, around half of whom worship in underground congregations. The Communist Party ordered Catholics to cut ties with the Holy See in the 1950s, and persecuted the church for years until restoring a degree of religious freedom and freeing imprisoned priests in the late 1970s.

The current tensions come five years after Pope Benedict XVI called for reconciliation between the underground and government-affiliated congregations in China. Beijing ultimately rejected the appeal as interference in its internal affairs.

Viruses cooperate or conquer to cause maximum destruction

Dec. 13, 2012 ? Scientists have discovered new evidence about the evolution of viruses, in work that will change our understanding about the control of infectious diseases such as winter flu.

Researchers at the University of Exeter's conducted experiments to manipulate a virus to see if it could evolve the ability to switch its behaviour according to how many other viruses infect a host.

Previous research has focussed on trying to force harmful microbes to become less threatening to human health as they evolve. But the new research, which was carried out in collaboration with the University of Oxford, proves viruses can readily develop the ability to adjust their behaviour to maximise their spread, in response to whether they are infecting as a single entity or in combination with other viruses.

Helen Leggett, a postgraduate researcher at the University of Exeter, was the lead scientist on the work, which is published online Dec. 13 in the journal Current Biology. She said: "Scientists are constantly searching for ways to limit the damage viruses can cause, to help reduce the impact of illnesses like winter flu and to respond to the next pandemic. Our work proves that regardless of how we try to manipulate viruses, they will always switch their behaviour to serve their own purposes and kill as many cells as possible. This study involved a relatively simple virus. If it can evolve so quickly, it's reasonable to assume that a lot of other viruses and parasites can, too."

The study was funded by the European Research Council, the Leverhulme Trust and the Natural Environment Research Council, while Helen Leggett is supported by the Biotechnology and Biological Sciences Research Council.

The work also shed light on why organisms cooperate with each other. The virus would only cooperate with viruses which were related to it. When it infected alone it would clone itself within the cell, and would cooperate with those new viruses. In this context, cooperation meant killing the host relatively slowly so that the virus could replicate more. But when it interacted with other viruses which were not related, it killed the cell faster, allowing it to out-replicate and dominate the other viruses.

New-found tale could be Hans Christian Andersen's

COPENHAGEN, Denmark (AP) -- For years, the somber fairy tale about a lonely candle who wanted to be lit dwelt in oblivion at the bottom of a box in Denmark's National Archives. Its recent discovery has sent ripples through the literary world because it is believed to be one of the first tales ever written by Hans Christian Andersen.

The famed Dane wrote nearly 160 fairy tales in his life, including classics such as "The Ugly Duckling" and "The Little Mermaid." The tale of the candle may have been written when he was still a teen, experts say.

Retired historian Esben Brage said Thursday that he found the six-page text on Oct. 4 while searching through archive boxes that had belonged to wealthy families from Andersen's hometown of Odense in central Denmark.

The handwritten copy of the tale, entitled "Tallow Candle," and dedicated to a vicar's widow named Bunkeflod who had lived across from Andersen's home, had been left seemingly untouched at the bottom of one of the boxes.

"I was ecstatic," Brage said. "I had never imagined this."

The short story tells the tale of how a tallow candle seeks help from a tinder box to be able to ignite itself. A senior curator at the Hans Christian Andersen Museum in Odense said the work is likely one of the author's earliest, written at the age of 18 ? seven years before his official debut in 1830.

"I often get calls about stuff thought to have been of Andersen's hand. Most of the time, it is not. This time I was thrilled," Ejnar Stig Askgaard told The Associated Press. "This is a very early attempt at prose by Andersen, who was then 18."

Askgaard said Andersen regularly visited the Bunkeflod widow, reading to her and borrowing books from her, even after he moved to Copenhagen to attend university.

"The text is not at the level of the more mature fairy tales that we know from Andersen's later writing," Askgaard said. But "we see traces of Andersen's history in the text, the language and the themes in the manuscript ... it all fits with him, it all bears his fingerprint."

The Danish language "Doedningen" from 1830 had long been considered Andersen's first fairy tale. That story was later re-written and published again in 1835 as "The Traveling Companion" ? a grim tale about death.

Andersen was born in 1805 in Odense, 105 miles (170 kilometers) west of Copenhagen, to a cleaning lady and a shoemaker. While famed for his many fairy tales, he also wrote dozens of novels, poems and travel journals. His works have been widely translated. He died in 1875.

Compromise emerges in global talks on Internet oversight

DUBAI (Reuters) - Hopes rose on Tuesday for a compromise agreement that would keep intrusive government regulation of the Internet from being enshrined in a global treaty.

As a 12-day conference of the International Telecommunication Union drew near its Friday closing, the chairman of the gathering in Dubai circulated a draft that sidelined proposals from Russia, China and other countries that have been seeking the right to know where each piece of Internet traffic comes from.

"The United States believes it is the basis for any further progress toward reaching an agreement at this conference," said U.S. Ambassador Terry Kramer, who had led Western opposition to the earlier proposals.

The new draft was greeted positively by a broad swath of delegates to the conference and came as a surprise to many who had been frustrated by the deadlock gripping the event over the weekend.

Hamaoun Tour?, ITU secretary-general, told Reuters he had hosted discussions between the opposing parties and weary delegates seemed eager to resolve their differences as talks drag into the early hours each night.

A majority of the more than 150 countries represented at the conference had been willing to officially extend the mission of the United Nations agency to the Internet, while the Americans, most Europeans and some other advanced economies wanted to limit the ITU to oversight of international phone calls and other means of communication.

The issue is coming to a head now because the ITU is revamping its treaty for the first time since 1988, before the World Wide Web took shape and became an economic, cultural and political force usually free from international oversight.

The compromise-in-progress would move most Internet elements from the treaty itself to a separate, U.N.-style "resolution" that is not binding on the countries, delegates said.

A few matters that could govern the Internet remain in the main document and will be debated Wednesday, said Markus Kummer, vice president of the Internet Society, one of several nongovernmental groups that are involved in setting standards now and that sounded alarms about the Dubai conference.

Among the remaining provisions in the draft is a tentative assertion that countries could choose to "manage the naming, numbering, addressing and identification resources used within their territories for international telecommunications."

That could be interpreted as including the right to assign Web addresses, which is currently controlled by ICANN, a United States-based nonprofit under contract to the U.S. Department of Commerce.

"The Internet space as such isn't mentioned, but there are a few provisions that might go a little bit into the Internet space and that we need to look at carefully," Kummer said.

The nonbinding resolution, meanwhile, was further softened to allude to the roles of parties from outside government.

"All governments should have an equal role and responsibility for international Internet governance and for ensuring the stability, security and continuity of the existing Internet and its future development and of the future Internet, and that the need for development of public policy by governments in consultation with all stakeholders is also recognized," the draft states.

Most of the talks have been behind closed doors, and so far the key debate on whether the ITU has a mandate to set Internet-related regulations has not been held in public.

Conference Chairman Mohamed al-Ghanim, director-general of the United Arab Emirates' telecom regulator, has opted to hand over the more controversial issues to private sub-groups.

Open sessions are instead devoted to relatively minor issues, with much of Tuesday's final debate spent squabbling over when the next summit should be held.

When asked if member states had formed an agreement over the terms in which the Internet was referred to in the treaty, Tour? said, "of course," but declined to give further details, saying it had yet to be formally approved.

Tour? said the treaty would "absolutely not" cover Internet governance, but admitted some references to the Internet were likely to be included in the final text, which may be too much for the United States.

"It's normal to mention the Internet, it's not taboo, because we're all stakeholders of this Internet world," said Tour?. "The Internet is one of the biggest issues here, so for me it was important that we resolve this issue. By Thursday we should be ready."

Though the Western camp was happy with Tuesday's negotiations, some of its opponents remained unappeased. A Russia-led coalition resubmitted a previously shelved proposal that calls for sweeping new governmental powers over the Internet.

The revised submission, now co-signed by Russia, China, Saudi Arabia, Algeria, Sudan, Bahrain, Iraq and the UAE, says countries should be able to block some Internet locations and take control of address allocation. The proposal also wants to allow states to track and direct Internet traffic and provides a definition of spam so broad it could potentially apply to almost any emailed message, which opponents warn could be used to curb online freedom of expression.

But this proposal has yet to be debated in the public sessions, and its recommendations may have little chance of being approved, especially following Tour?'s insistence that the treaty would not deal with Internet governance.

"The end result is very unlikely to have anything in it that would justify the amount of fear-mongering that led up to the conference," said Kieren McCarthy, a former ICANN official who runs .Nxt, an information service that specializes in Internet policy.

"But at the same time, there were several concerted efforts to increase government control over the Internet, so it's hard to tell what would have happened if people hadn't been so vociferous."

DNA study finds many genetic mutations are rare and recent

Human DNA contains myriad individual differences that influence a host of traits, be they eye color or the ability to digest milk. Now a study shows that most of those tiny genetic variations are rare ? and they arose in the very recent history of our species.

Joshua Akey, a geneticist at the University of Washington in Seattle, led a consortium of scientists who examined the DNA of 4,298 European Americans and 2,217 African Americans. Limiting their analysis to the parts of the genome that contain instructions for making proteins, the study authors found more than 1 million sites where the building blocks of DNA ? the nucleotides known by the letters A, C, G and T ? varied in at least one of the subjects.

Most of those individual variants were rare, with each one found in fewer than 0.5% of the people in the sample. In nearly half of the cases of mutations, each variant was detected in only one person, according to their report last month in the journal Nature.

This meant that the genetic changes must have cropped up very recently, because otherwise there would have been ample time for them to spread through generations of people and show up in many more of the study participants, the authors said.

The scientists were even able to estimate the age of variations based on how rare or common they were ? and found that about 73% of the mutations had occurred in the last 5,000 to 10,000 years.

The percentage of rare ? and therefore recent ? mutations was greater in European Americans than African Americans, the team reported. That fits with the history of Homo sapiens: The ancestors of Europeans went through explosive population growth when they left their homeland in Africa tens of thousands of years ago.

The scientists also tried to gauge the likelihood that these mutations would influence someone's risk for disease and other traits. If a gene region had exactly the same structure in humans, apes and other vertebrates, they reasoned, it must be important; any changes there would thus be more likely to harm. So would any mutation that would alter the properties of a protein.

These mutations were even more likely to be recent: Fully 86% of them arose within the last 5,000 to 10,000 years.

It's not really surprising that the more-likely-to-be-harmful mutations would be rare and recent, Akey said. Any mutation that was truly toxic would quickly be weeded out from a population, and even those that were merely damaging would reduce a person's chances of passing on their genes, so they would disappear eventually too.

The results give a sense of just how quickly the human population has expanded in the last 10,000 years ? and how that has affected our genetic makeup, said Shamil Sunyaev, a computational geneticist at Brigham and Women's Hospital in Boston who wasn't involved in the study. Without that population explosion, there would have been fewer chances for mutations to occur and the proportion of recent mutations would not have been so high.

There is a practical lesson as well, Akey added. In recent years, medical researchers have been working hard to find patterns of common genetic mutations that are linked to common diseases. Maybe they need to focus more attention on the rare mutations instead, he said.

The study is "really the first to get at this in a fashion you'd like to see ? with large data sets and lots and lots of people," said Stanford University geneticist Michael Snyder, who wasn't involved in the study.

Snyder added that you can see such mutations accruing in recent studies that have shown, in families with autistic children, for example, that many affected children carry brand-new DNA changes that arose spontaneously in a parent.

(AP) ? President Barack Obama said Saturday that Republicans in the House are blocking a bill that would prevent a tax increase on the first $250,000 of income earned by all Americans.

The Democratic-controlled Senate has approved the measure, but Obama said House Republicans have "put forward an unbalanced plan that actually lowers rates for the wealthiest Americans." Obama supports a plan to raise taxes on families earning more than $250,000.

In his weekly radio and Internet address, Obama said "the math just doesn't work" on the GOP plan.

Obama's comments mark the fourth time since his re-election that he has used the radio address to push for middle-class tax cuts as part of a plan to avert a looming fiscal cliff ? and his most sharply partisan tone.

Obama said his plan to raise taxes on the wealthiest Americans should come as no surprise to Republicans or anyone else.

"After all, this was a central question in the election. A clear majority of Americans ? Democrats, Republicans and independents ? agreed with a balanced approach that asks something from everyone, but a little more from those who can most afford it," Obama said.

His plan is "the only way to put our economy on a sustainable path without asking even more from the middle class," Obama said. It also is the only plan he is willing to sign, the president said.

Obama's comments came as House Speaker John Boehner said Friday there has been no progress in negotiations to avert the "fiscal cliff," a combination of automatic tax increases and spending cuts set to take effect in January.

Boehner said the White House has wasted another week and has failed to respond to a GOP offer to raise tax revenues and cut spending. Obama and Boehner spoke privately by phone on Wednesday. Boehner described the conversation as pleasant, "but just more of the same."

Obama said in his address that he stands ready to work with Republicans on a plan that spurs economic growth, creates jobs and reduces the national deficit. He said he wants to find ways to bring down health care costs without hurting seniors and is willing to make more cuts in entitlement programs such as Medicare.

Florida Sen. Marco Rubio said in the Republican response Saturday that tax increases will not solve the nation's $16 trillion debt. Only economic growth and reform of entitlement programs will help control the debt, Rubio said.
